This study has established integrated candidate indicators for Taiwan fishery value based on experiences from advanced countries and Taiwan fishery characters. Next, the integrated indicator system for Taiwan fishery value was established with the existing statistical data collected and four dimension frameworks. Finally, the factor analysis method was applied to combine the indicators to analyze the development of far-sea fishery, offshore and coastal fishery and aquaculture in Taiwan. The result was summarized as follows:
In term of far-sea fishery, the biological index is sustainable, but it is necessary to evaluate and manage the domain fishery resource. Although the age structure of fishing vessel is high, the economic index is sustainable because of increase of the fishery production, value, economic production and benefit. The social index is unsustainable due to decrease of employee and social performance indicator. The improvement of fishery management budget, penetration of fishing vessel observer and tuna quota resulted in sustainability of institutional index. However, the numbers of decommission of fishing vessel and fishery cooperation countries decrease, the government should pay attention to these problems.
In term of offshore and coastal fishery, the biological index is sustainable, but it is necessary to maintain and manage natural habitat via partnership approach. The economic index is unsustainable because of the decline of contribution of fishery GDP, fishery production, value, economic production and investment. Improvement of management efficiency, management ability and capacity building brought about sustainability of the institutional index. However, the problems of compliance and acceptability of management expense are needed to be solved. Furthermore, unreasonable increase of number of offshore fishery employee, the false of fishery statistical data and unreasonability of management expense will cause offshore and coastal fishery towards unsustainable.
In terms of aquaculture, the biological is sustainable because of implementation of the policies of prevention of land subsidence and cage aquaculture. The decline of cost and benefit resulted in the unsustainbility of te economic index. However, the economic index increased in 2007 because of the increase of fishery production, value and price. The social index is sustainable because the government takes account of safety of sea food. The Institutional index seems unsustainable. The social indicators cannot reflect the status quo of far-sea fishery because of lack of data. |
