The aim of this project is to establish sustainable fisheries development indicator system to monitor implementation of fishery policies in Taiwan. This project will analyze fishery policies development and current condition in order to figure out policies’ direction and their goals by literature review. Furthermore, the sustainable fisheries development indicator system will be established by using the Delphi method and principles of indicator selection. Finally, the indicator system will be used to analyze effect of implementation of fishery policies on the ecological, economic and social dimensions. The results are summarized as follows:
In term of far-sea fishery, the ecological fishery policy measures have implemented efficiently, but the resource should be investigated carefully. Although the economic fishery policy measures were implemented successfully, the operation of far sea fishery industries went from worse to worst. The social fishery policy measures have reached their goals with the exception of foreign employment.
In term of offshore and coastal fishery, although the ecological fishery policy measures were implemented successfully, the results are not desirable ones as policy measures set. The economic fishery policy measures were implemented efficiently, but the benefit of fishermen has decreased yearly. On the contrary, the social fishery policy measures have reached their goals with the exception of fishery operation order.
In terms of aquaculture, although the ecological fishery policy measures were implemented successfully, the improvement of aquaculture environment and land use of brackish fish farm are towards unsustainability. The policy measures of aquarium fish and export of fish fry were implemented successfully, but the production and production value of fish fry are towards unsustainability. The social fishery policy measures have reached their goals with the exception of capacity building and propaganda of leisure fishery development. |
