Due to the different attributes of Fisheries Agency’s current technology plan, the units controlled by the agency also vary.? Thus, the methods of proposal submission, plan execution, and management review are also different.? In addition, there are many annual plans and the flows are complicated.? Each plan produces about tens of documents in average, which is not only labor and time consuming, but also separates each plan result in various divisions since the document samples are not gathered for centralized management.? Consequently, the result of the plan implementation and problems encountered can not be converted to a learning experience, and the performance evaluation of the plan implementation result can not actually be quantified.
Therefore, in order to increase the administrative efficiency of staff in charge of the plan, Fisheries Agency plans to build a “Projects Management Integration System”, and generate the plans in the agency via system automation for stage documents such as (a) proposal submission (b) pre-public bidding preparation (c) invitation for public bidding (d) qualification review (e) selection (f) price negotiation (g) process management (h) final check before acceptance.? Meanwhile, via the assistance of information technology, the plan implementation result will be centralized for management, and performance index and analysis module can be built for the reference of staff in charge in terms of plan evaluation, implementation, and review.? Moreover, via the establishment of open SOA service system, plan information exchange system can be regulated and provide one of the channels for external system streaming plan information.? Thus, the information technology and integration service can be used effective to achieve the goal of innovation service. |
