Taiwan is one of the countries which is easily affected by climate change. For helping Taiwan’s fisheries in responding to the impacts of climate change opportunely, this study synthesized the climate change impact factors from foreign and domestic related studies and information. These factors include ocean current change, surface temperature warming, sea level rising, extreme sea condition (cold wave, salt water intrusion, storm tide, flooding and ENSO), marine ecological system structure change, and ocean acidification. There are variations among all of the above impacts to Taiwan's fisheries (distant water fisheries, inshore and offshore fisheries, aquaculture) due to fisheries characteristics, but they still can be summed up into three respects including environment and fishery resources, fishery operation, and social safety. Moreover, scholars and officers were gathered in forum to draw up the feasible and priority Taiwan’s fisheries adaption policies for responding to the impacts of climate change. Consequently, the distant water fisheries have 16 adaption policies, while inshore and offshore fisheries have 21 adaption policies and are 22 adaption policies in aquaculture. Finally, this study proposes 5 suggestions in accordance with priority adaption policies and the socio-economic background of Taiwan’s fisheries. These suggestions are as follows: (1) building the Taiwan fisheries climate change adaption information platform, (2) monitoring and predicting the influence of climate change impacts to fishery resource habits and environment, (3) establishing Marine Ecological Trail, (4) creation of aquatic environment intact with river, and (5) developing multiplication and culture transfer judge indicators for main species. |
