A VMS system uses electronic transmitters, placed on fishing vessels that transmit information about the vessel’s position to enforcement agencies via satellite. This allows someone on land, monitoring such transmissions, to determine if a vessel is in a closed area. This study was tried to use 20 sets of coastal fishery for understanding the situation, and the VMS data bank on torch-lighted, longline and trawler fishery in the closed area based on the fishery agreement between Japan and Taiwan for evaluating the new management policy.
For the fishing condition of torch-lighed fishery, there are none fishing boat operated inside of the alarm area in 2005, but only about 0.3% and 0.9 % rate for total catch and operating day, respectively, in 2004. For longline fishery, it showed that the operation ground was shortened and moved to the waters around the Peng-Chi-yu islands which was located at south side of the alarm area.
Comparison of Taiwan and foreign VMS system, the VMS system in Austrian and America was clear for fishing position report and safety, but not for Taiwan. Based on the mentioned above, the fishing ground was moved gradually to coast with the trend of low CPUE. There are several issues related to the implementation of VMS, including the variety of equipment types and associated costs, vessels’ ability to carry VMS, VMS operating requirements, vessel coverage, and collaboration with traditional enforcement techniques. Right now, the cost of transmitting and VMS instrument is still high for fishermen. However, as a new monitoring tool or technology is already, or will soon be, available to transmit a wide range of other voluntarily provided information (such as catch reports) or automatically generated evidence that a vessel is engaged in fishing. VMS will then dramatically enhance rather than replace traditional techniques. While VMS creates additional costs and responsibilities for both managers and fishermen, it allows more fishing than would otherwise be possible using current enforcement tools. |
