The aims of this study were try to construct the local fisheries management model from selecting the beam trawl of Tongkang area as example for the fishery industries in the southwestern waters of Taiwan.From analyzing the component of catch species of beam trawl at Tongkang area for this year, it could be divided into four categories as follows: (a) A number of 67 fish species have been recorded and the dominant species were Leiognathus splendens, Nemipterus virgatus, etc., 10 species; (b) Seventy crustaceans were found and the dominant species were Metapenaeus ensis, Portunus argentatus, etc., 10 species; (c) Four cephalopods have been found including Sepia pharaoni.The investigation of alternative fishery switching to another fishing work indicated that 18 fishermen did not have the willing to switch their original jobs while three fishermen and one fisherman have the willing to operate the pot fishery and groundfish longliner, respectively. Furthermore, a total of 20 fishing boats could gain the averaging benefit about NT$ 588,200/boat and the rest two boats showed the deficit situation about losing NT$50,000 and NT$200,000, respectively from investigating the operating performance of 22 fishing boats at Tongkang area.
About the construction of community organization, it was tried to divided the jointed fishing boats into 5 groups and elect the leader of each group and the leader of entire origination after finishing the guidance for establishing the production-and-marketing organization. Also the operating convention of production-and-marketing organization would be drafted which including the relevant articles for foundation, organization, operation, trading, prohibited fishing area, meeting, penalty, and application measures of fund. |
