On the base of sustainable development, a theoretical framework including bioeconomic model, production function and labor market is designed to evaluate the impact of employing foreign crews on fisheries industry. The theory shows that native crew surplus is decreasing and shipowner surplus is increasing. However, the sustainable yield couldn’t be decided and the historical data is examined. The result shows that the yield is decreasing, but the income of shipowner is increasing rapidly. This implies foreign crews employed too many lead to overfishing. |
