The purpose of this study is to explore the effects of employing foreign crews on domestic labor market. The results showed that low willingness of people worked on fishing craft was the main reason that there were insufficient labors in fisheries, and the factors of social environment, work characteristic of fisheries and crews’ compensation and benefit caused people low willingness. Second, there was insufficient evidence that foreign crews would influence domestic labor market. The role of foreign crews was to supply, not to substitute the lack of crews in domestic. Also the relationship between foreign and domestic crews was complementary. Finally, this study, for the fisheries development, suggested that incentive plan for compatriots incorporated with the incentive plan for aborigine, and loosened the conditions of applicants who willing to work on fish craft. The children of fisheries families were urged to join the incentive plan, and the level of incentive pay was suggested to increase to achieve the goal that encouraged more people to work on fish craft. |
