The purpose of this project is to investigate the human resource management of fisherman’s association in Taiwan. The contents of this investigation have twofold. First, we examine the current pension plan for the employees of fishermen’s association. The new public pension reform legislation with individual account had been introduced to private sector in Taiwan since 2005. Unfortunately, the employees of fishermen’s association are not applied. We evaluate and propose a feasible pension plan with individual account for the employees of fishermen’s association. Secondly, we compare alternative incentive pay plans and suggest a feasible plan of incentive pay to fishermen’s association for their employees.
Our research concludes the followings. First, the pension plan with individual account is feasible and has been expected by most of the employees of fisherman associations. However, due to their serious deficits, a number of fisherman associations may not preserve sufficient pension funds for their employee during the past period. In order to carry out the pension plan with individual-account, the negotiations among the managers and employees of fisherman associations and government are necessary. The time schedule to preserve sufficient pension fund can be set up according to the degrees of seriousness of deficits. Second, both the managers and employees of fisherman’s associations confirm the values of incentive pay scheme to promote innovations and creativities in their organizations. Among the incentive pay schemes we proposed, the low salary with high bonus scheme and the scheme with larger gaps among different rewards are regarded as more efficient ones. |
