This study aimed to grasp the trend of worldwide fisheries development and fisheries management of main fisheries countries because an advice from others may help one's defects. Meanwhile it was planed to review our both past fisheries policies and the results of fisheries researches in order to be over cautious and indecisive. Finally, this study will address the forthcoming four-year marine fisheries policy and its relevant direction for scientific research. The compendiums of results are as follows:????
1. Faultless maintaining and management were the basement to ensure the steady fisheries production supply for citizens and keep the fisheries development sustainable.?
2. The ecosystem-based fisheries management will be the standard around the world in future. It needed to maintain the biodiversity of fisheries resources and conduct the responsible fishery of resource management. Also it respected the style of bottom-up management for public participation.??
3. The trends of development of international marine fisheries at present and in future were as follows:
(1) Equally emphasizing the Input and Output management
(2) Executing the countermeasures for IUU fisheries actively and thoroughly
(3) To match up the fishing quota or following the results of stock assessment to modify the NPOA-Capacity actively
(4) Executing the fishing boat’s MCS (VMS, observer overlapping rate) strictly
(5) To match up the FAO IPOA-Seabirds‧Sharks‧Sea turtle policy in order to avoid the bycatch accident actively
(6) To respond the Port State Measure (PSM) and boarding and checking in high sea system actively; fisheries statistic, vessel position, and stock assessment or resume of aquaculture/processing having to be correct, intact, and clear.?
4. The scientific programs carried out by Fisheries Agency in last 10 years were focused on “investigation, evaluation, development, and exploration on fisheries resources” and “improvement on fishing method, fishing gear, and fishing boat” two categories. The programs of such agency were all to advance and meet the requirements of international or national fisheries policy and management. Such programs were mission-oriented researches. ????
5. It has to keep the fishery as a feasible economic activity and to reduce its influence on marine ecological environment for sustainable development of Taiwanese marine fisheries.??
6. The Taiwanese governance on marine fisheries has followed the international standard and trend positively in recent years. It is also able to control and orientate to the outer and inner environmental changes and to take actions that suit local circumstances. ??
