In recent years, WTO constantly focuses on fishery subsidy negotiations, and after the Non-actionable subsidies been cancelled, fishery subsidies norm still hard to reach consensus.? While the WTO president draft announce in 2008, its prohibitive subsidies enumerated and most fishery subsidies contained, including the vessel fuel subsidies.? Taiwan implements the vessel fuel subsidy program for a long time. This research studies various countries' fishery subsidies with the fuel mainly, and examined its impacts and adjustment to Taiwan fishery when in conformity with the countermeasure.? Results of this study found U.S.A., Japan and South Korea government offer the tax exemption policy to vessel fuel; China subsidize fuel price according to vessel horsepower, fuel price ceiling and segment subsidy policy; Denmark did not offer vessel fuel subsidy and Spain has fuel price subsidy.? Currently, most countries treat the fuel subsidy as a negative policy. The seventh Meeting of Ministers just finished in Geneva on December 2009, most delegates claim that Doha round negotiation should be finished in year 2010. With this, phase out or reduce the fuel subsidy may be implemented in 2013.? In order to release the pressure on fishermen's livelihood and apply adjustments earlier, the government can encourage the retirement on aged vessel, rewarding suspension of fishing activities, energy-conservation, safe and small-scale fishery etc.? In addition, government can also consider more elastic depends on different fishing categories, or not to encourage the subsidy on production support, or the structural safety net by supporting the fishermen income.? Finally, in order to provide more rooms for negotiating in the WTO, it is necessary continuing data collection on other counties fisher subsidies policy and adjusts the timing and contents publicized. |
